Court Certification
In order for
a police agency in Maryland to submit electronic traffic citation data, that agency
must first receive certification from the District Court of Maryland. This
is true whether the police agency seeks to use E-TIX or another software product.
The District Court has specific requirements that must be followed or certification
will be denied.
The Maryland State Police will assist partner agencies with this process to the
greatest extent possible. To begin the process, please download the documents

contained on the form. Ms. Harris will contact your agency with further instructions.
Court Initial Interest Form
The Maryland State Police will also require an agreement to be signed and
training for all officers to use E-TIX. The training is offered free of
charge to all allied agencies and will be performed regionally in order to
reduce cost of travel and time away from patrol duties for the officers.
Each individual is also required to perform 50 traffic stops with the system
before being activated with issuing electronic citations. This is a
measure implemented to ensure accuracy and knowledge of the system from each
officer before electronic citations are issued.
